Purpose

Governance accountability ensures that significant decisions produce durable, reviewable records.

Scope

This document covers proposal records, vote records, execution receipts, treasury reporting relationships, release notes, roadmap updates, and public transparency.

Accountability Obligations

Governance records should include proposal context, vote result, approval conditions, execution receipt, rationale, follow-up items, and supersession links when relevant.

Financial reports should include treasury snapshots, revenue sources, expenses, strategy exposure, limitations, and risk notes.

Roadmap updates should include phase status, completed items, delayed items, changed priorities, and reasons for changes.

Release notes should include product changes, security notes, governance-related changes, breaking changes, and known limitations.

Treasury updates should include asset movements, allocation changes, risk exposure, strategy notes, and governance references.

Relationship to Execution Receipts

Execution receipts are the bridge between approved governance intent and action that has verifiable completion evidence. They feed governance records, financial reports, treasury reporting, release notes, federation registries, and plugin registries only when the underlying action and record source can be reviewed.

Governance Touchpoints

Accountability should be triggered for material treasury actions, plugin approvals, federation status changes, product access decisions, token reward policy changes, Trading access changes, smart contract updates, emergency actions, and public policy changes.

Risk Considerations

Governance without records weakens trust. Records must not exaggerate implementation status, hide limitations, or imply financial certainty.

Current Status

This accountability model is a documentation and process requirement. Final storage, publication cadence, templates, and automation remain planned and require governance/coordinator approval before they are treated as official operating procedure.

This page does not approve execution, treasury actions, publication of financial reports, governance automation, or production indexing.
