Routing Levels

• No Governance: internal concept notes and non-public simulations.
• Governance Visibility: draft game model or research update.
• Governance Review: testnet draw, public lottery documentation, or parameter change proposal.
• Formal Proposal: real draw activation, game model approval, fee or prize policy, token payment, or treasury reserve policy.
