Marketplace policy affects economic activity, seller access, buyer protection, token utility, locked rewards, fees, treasury flows, disputes, and public trust.

Governance-Sensitive Items

Sensitive items include listing policy, seller policy, fee policy, token policy, locked reward spending, dispute policy, sensitive product categories, seller settlement, refund reserves, and treasury routing.

Routing Levels

• No Governance: basic copy edit or non-sensitive formatting update.
• Governance Visibility: new category research or marketplace report.
• Governance Review: seller verification rules, locked reward spending proposal, or sensitive category policy.
• Formal Proposal: marketplace fee change, token payment policy, treasury settlement model, dispute policy change, or official marketplace program.
• Emergency Review: fraud incident, payment issue, security breach, seller abuse, or credit liability issue.

Reason Codes
