Governance Overview

Canonical

Purpose

Governance is the core coordination system for Axodus.

Scope

This overview covers the layered DAO model, Constitution, federation, proposal lifecycle, plugin model, Business relationship, ACS relationship, Treasury relationship, and Accountability obligations.

Ecosystem Role

Governance is the coordination heart of Axodus. It aligns product access, constitutional constraints, DAO federation, treasury-sensitive decisions, plugin approvals, roadmap direction, and public accountability across the ecosystem.

Overview

Axodus Governance coordinates strategic, technical, financial, and community decisions across the ecosystem through a layered DAO model, constitutional guardrails, federated DAO participation, and accountable execution flows.

Governance is required because Axodus is not a single product. It contains multiple nuclei with different risk profiles, financial dependencies, execution surfaces, and community stakeholders. Governance keeps those nuclei aligned without treating every decision as identical.

Responsibilities

  • Coordinate product access.
  • Govern treasury-sensitive actions.
  • Maintain constitutional alignment.
  • Support DAO federation.
  • Review plugin and extension requests.
  • Publish governance execution records.
  • Route proposals to the correct review layer.
  • Trigger public accountability for material decisions.

Applied Decision Rights

Every material decision must identify who proposes, reviews, approves, executes, observes, may suspend, may reverse, and records the evidence.

Community participation may propose and signal. Councils or review bodies may coordinate within assigned scope. Executive or portfolio authority applies only when its activation and scope are verified. Business, Runtime, ACS, Trinity, software, and a passed proposal cannot grant themselves execution authority.

Documentation Map

Dependencies

Governance depends on Business for formal intake, Treasury for capital impact analysis, ACS for advisory review, Security for sensitive execution, and Accountability for records.

Governance Documents

Risk Considerations

Governance must account for capture, sybil behavior, malicious proposals, rushed execution, opaque treasury actions, and unsafe plugins.

Authority Boundaries

  • Business receives and structures requests, but does not unilaterally approve governance-sensitive plugins, treasury actions, or constitutional exceptions.
  • ACS may analyze, summarize, classify, and flag risks, but does not govern.
  • Governance may approve, reject, condition, or supervise actions, but it does not replace security review, legal review, contract constraints, or public accountability.

Future Work

Final parameters for quorum, thresholds, eligibility, delegation, execution delays, and emergency controls require implementation and review.
